Keynote Address:

Teacher as designer for Technological Pedagogical Content Knowledge (TPACK)

Dr. Chai Ching Sing

Associate Professor, Learning Sciences and Technologies Academic Group, National Institute of Education, Singapore

Chai Ching Sing is an Associate Professor at the Learning Sciences and Technologies Academic Group of the National Institute of Education in Singapore. He served as a school teacher and head of department after he completed his overseas study in Taiwan with scholarship from the Ministry of Education. He joined the National Institute of Education after completing his Master degree in Nanyang Technological University 2001, and subsequently finished his Ed. D with the University of Leicester in 2006. His research interests are in the areas of Technological Pedagogical Content Knowledge (TPACK), teachers’ beliefs, design thinking and students’ learning with ICT. He has published more than 50 journal articles in reputable journals listed in the Social Science Citation Index. He has also co-authored several monographs including the recently published “Design Thinking for Education: Conceptions and Applications in Teaching and Learning”, a Springer-published book. In the past few years, he has been actively involved in a Future School project funded by the National Research Foundation and the evaluation of ICT Masterplan 3 commissioned by the Ministry of Education. Currently, he works with schools in designing ICT integrated lessons for various subjects including Chinese language, primary science and social studies.

An educator and life-long learner at heart, Roslina is as well a serial entrepreneur, organisational change strategist and executive coach who is passionate about understanding how technological innovation can augment fundamental learning experiences.
As an early adopter of applied neuroscience in learning design and delivery, Roslina is widely recognised for her ability to create environments that catalyses quantum changes. Based on her front-line experience of working with learners from the ages of 5 to 50 for over 20 years from corporate, academic and marginalised settings, Roslina firmly believes there are universal principles that are applicable to all learners regardless of age or culture.Roslina’s entrepreneurial ventures include private equity, Formula 1 technology, strategy consulting and life-skills program design. Her corporate experience ranged from overseeing governance issues at the Neptune Orient Lines and the New Zealand School Trustees Association, to the areas of strategy, change management and systems integration. Her education strategy consulting clients include the Chinese Ministry of Education and Putra Business School.Roslina is currently Co-Founder and Chief Learning Curator of Gnowbe, a mobile 1st knowledge sharing app designed specifically for behaviour change. She is responsible for Gnowbe’s learning strategy and driving its business in the Asian market.

Dr. Chanita Rukspollmuang

Assistant President, Siam University

Dr. Chanita is currently the Assistant President of the Siam University, Thailand. She received her bachelor degree in Law (with honor) from Thammasat University, Thailand and graduated from Michigan State University, USA, with a Doctorate in Socio-Philosophical Foundations of Education. Her areas of specialization include sociology of education, development education, comparative education, education law, as well as education for sustainable development.

She started her career at the Center of Educational Policy, Office of the National Commission of Education (or the present Office of the Education Council), Thailand. Dr. Chanita has just ended her term as Dean of the Faculty of Education, Chulalongkorn University and Director, R&D Center for Educational Policy, Management, and Leadership, Faculty of Education, Chulalongkorn University, Thailand.

Dr. Chanita has been elected twice and served consecutive terms as the President of Comparative Education Society of Asia (CESA). Her second term just ended early this year but she is still a member of CESA Board of Directors. Also she is presently Vice-President of the Thailand Comparative and International Education Society (TCIES).

At present, Dr. Chanita has been appointed in many important Thai committees. To mention a few:

  • In the National Reform Steering Assembly, advisor to the Sub-Committee on Educational Management Reform and member of Taskforce Committee for the Revision of National Education Law.
  • Office of the Education Council, Ministry of Education, member in the Committee of Educational Law Reform.
  • Office of the Basic Education Commission, Ministry of Education, Sub-Committee on Curriculum and Education Standards, Basic Education Committee.
  • Office of the Secretariat of the House of Representatives, Research and Development Committee
  • Office for National Education Standards and Quality Assessment (ONESQA), a member in the Committee for Development of Assessment Systems for Higher Education.

Associate Professor, Information Management & Information Systems, Universidade Aberta, Portugal, Co-editor of Interactive Technology and Smart Education Journal

Pedro Isaías is an associate professor at the Universidade Aberta (Portuguese Open University) in Lisbon, Portugal, responsible for several courses and director of the master degree program in Electronic Commerce and Internet since its start in 2003. He holds a PhD in Information Management (in the speciality of information and decision systems) from the New University of Lisbon. Author of several books, book chapters, papers and research reports, all in the information systems area, he has headed several conferences and workshops within the mentioned area. He has also been responsible for the scientific coordination of several EU funded research projects. He is also member of the editorial board of several journals and program committee member of several conferences and workshops.

Executive Director & Chairman of its Academic Board of East Asia Institute of Management

Dr. Tan Jing Hee is an Executive Director of East Asia Institute of Management as well as the Chairman of its Academic Board. He started work as a Retail Manager in a family business dealing with pharmaceutical products, toiletries and film development and processing. Dr Tan went on to become Senior Science Master of a government secondary school. After five years, he re-joined the private sector as a Merchandising Manager of Robinsons Departmental Store, with responsibilities over 6 departments in Menswear Division. In 1973, he joined the Singapore Institute of Management, initially as Information, Publications and Research officer before moving into management development responsibilities. During his 25 years stay in the institute, he helped to build it into the premier HRD organisation in the region. While in SIM, Dr Tan was also involved in establishing enterprise-wide MBO systems in six medium and large organisations in Singapore. In 1987, he co-edited a book on Developing Managers In Asia, published by Addison-Wesley. Dr Tan was the Chief Operating Officer of SIM before leaving it to pursue other interests. In 1994, he wrote doctoral thesis on Developing A Factor Model of Management Work in Singapore, for which he was awarded his Ph.D from Henley Mangement College/Brunel University.

Acceptance of proposal for oral presentation will be announced by the author notification date. The presentation instructions and acceptance letter will be emailed to all authors by this date. If your proposal is accepted you will be invited to register for the conference. Upon payment of the registration fee your paper will be scheduled for presentation in the conference.

Final Paper Deadline: 23rd September 2016

Inclusion of full paper to conference proceedings is optional. If you wish to publish in the conference proceedings, please ensure that a PDF version of the full paper with the copyright form attached is uploaded through the online system by the Final Paper Deadline. Use the World Scientific formatting for your final paper submitted to us. If your abstract is accepted for oral presentation, you are encouraged to submit a full paper before ‘The Final Paper Deadline’. Ensure that your paper is ready to go to press by having thoroughly read the paper for errors.

Please prepare all line drawings, halftones (gray scale) and colour illustrations in high resolution. The requirements are:

(a) 600 dpi for line drawings (black and white)

(b) 300 dpi for halftones (gray scale). Do not convert from colour images as they reproduce very poorly.

(c) 300 dpi for colour images. Must be in CMYK (Cyan, Magenta, Yellow and Black) for colour separation. RGB (Red, Green and Blue) is unacceptable for colour separation work. Colour images to be printed in colour are allowed only as agreed in the contract.

(d) Ensure all labels/annotations are sharp and clear for reproduction.

Easy-to-read typeface/font like Arial, Helvetica or Times Roman are recommended for the labels.

You are a presenter if you are making an oral presentation at the conference.

The author(s) will be required to deliver a PowerPoint presentation of their research work on the conference day. Please bring along a soft copy of your presentation in a USB thumb drive. We strongly recommend bringing a back-up or emailing yourself a copy in advance in case of technical issues.

You will be allocated a 20 minute slot, please take care not to exceed it.    We suggest to aim for a 12-15 minute presentation, so that there will be time for Q&A. Your presentation should be interesting, informative, well-paced and lively.


Virtual Presenter

You are a virtual presenter if you are presenting your research at the conference, but not in person.

In consideration of presenters who may be unable to attend the conference in person due to funding or time constraints, Virtual Presentations are allowed in the program. Virtual Presenters will enjoy the same validity (publication, certification, etc.) as the Presenters. We will require the PowerPoint presentation by the registration deadline so that all conference participants will have access to them during and after the conference. Please send it via email to .
